Pre Budget Submission 2027
Down Syndrome Ireland has submitted a joint Pre-Budget Submission to be considered for Budget 2027.
Partnering with The Down Syndrome Centre, The Down Syndrome Centre Cork, Hub21 and The Down Syndrome Centre Midlands, we have put together our key asks to the Government for people with Down syndrome.
- Continue the phased national expansion of GLÓR – Voices for Life in partnership with the HSE and specialist Down syndrome organisations.
- Provide €3 million annual strategic investment to Down Syndrome Ireland to support implementation of Unity 26–30 and national coordination.
- Launch My Liberty, My Choice as a three-year national pilot programme for housing, independent living, health, ageing and future planning (€8–10 million).
- Introduce ring-fenced respite funding in every county for people with Down syndrome.
- Expand specialised inclusive educational class provision, not solely autism-specific special classes.
- Establish a national specialist clinical pathway for Down syndrome, including dementia and regression pathways.
- Fund specialist speech sound disorder and communication intervention pathways nationally.
- Introduce a National Down Syndrome Data Strategy and accountability framework.
- Introduce a Cost of Disability Payment of at least €55 weekly and increase disability-related payments by at least €16 weekly.
- Establish a cross-party Oireachtas working group to develop a National Down Syndrome Framework, with statutory
standards, accountability and annual Oireachtas reporting.
